The JATC’s directorial staff consists of highly trained, experienced electricians.


William “Bill” murphy, Training Director

Bill Murphy has been an IBEW Local Union 26 member since 1985.  He graduated as valedictorian of the 1990 apprenticeship class and has worked in a variety of positions including Journeyman, Foreman, Estimator/Project Manager, and in CAD/Coordination.  Bill has taught a wide variety of subjects for the JATC for over 23 years including 10 years as a full-time instructor.  He has completed the Instructor Training Program with the NJATC/NTI, is an OSHA 500 Instructor, has CPR/First Aid Training certifications, and carries a Journeyman Electrician License for Washington DC.  In 2021, Bill returned to the JATC to apply his skills and experiences as an Assistant Director. In 2022 Bill was selected to be the new Training Director.

Mike Miller, Assistant Director

Mike Miller, IBEW member since 2003. Mike graduated valedictorian from the JATC Apprenticeship in 2007; completed National Training Institute, Ann Arbor, MI 2011; B.S. from Mount Union College, Alliance, OH 1995. He started teaching for the JATC in fall of 2007, and started as a full-time instructor in March of 2012. Mike’s background is in biology instruction, and he taught for several years as a science teacher before entering the apprenticeship in 2002. Beginning August 2017, Mike has changed roles at the JATC and is now an Assistant Director where he hopes to continue to serve the student population and advance the mission of the JATC.

Roy Reeves, Assistant Director

Roy Reeves has been in the electrical trade since 1988. His experience is in residential and commercial construction and service with the last 12 years in the field as a fire alarm technician. After 8 years working as a night time instructor, Roy was brought on full time in November of 2012. Roy holds Journeyman licenses in Virginia and Montgomery County. Roy also holds OSHA 500 Trainer certifications as well as first aid / CPR trainer credentials. In 2014 Roy completed the four year Master Trainer program sponsored by the IBEW, NECA and electrical Training alliance at the University of Michigan. Beginning in July 2018, Roy changed roles to become an Assistant Director of the JATC.

Markco Yates, Assistant Director

Markco Yates, IBEW member since 1998. Markco graduated the apprenticeship in 2004 and holds Maryland, DC, and Virginia master electrical licenses. He is also First Aid/CPR certified, OSHA 30 certified, and holds a Nicet II certification. Prior to becoming a full time instructor in August 2016 he was in a foreman position. He also was a part time instructor for 5 years instructing Code and a Lutron Lighting Control classes. Beginning in January 2019, Markco changed his role to become an Assistant Director for the JATC.

Ralph “Rusty” Lilley, Assistant Director

Rusty joined Local 26 in 1988 and graduated the apprenticeship in 1993. He spent the next 25 years primarily in the petrochemical field where he performed many different aspects of the electrical industry from estimating, project management, system installs and service work. Rusty holds master licenses in D.C, Maryland, and Virginia. He is also OSHA Hazwoper certified, Veeder Root level 4 certified, has many DOT operator qualifications as well as DOT evaluator qualification and he is trained in LPS(Loss Prevention System). Rusty joined the Lanham full time instructor staff in October of 2018. In 2022 Rusty was promoted to Assistant Director in Lanham, focusing on recruitment.

Vern Heavner, Assistant Director

Vern Heaver joined the IBEW in 1997 and graduated the apprenticeship in 2003. He worked in the field as a journeyman electrician, project manager, in the coordination department and also instructed AutoCAD along with numerous other night courses for Local 26 JATC since 2003. Vern holds a Journeyman license in Virginia and has received his Master Instructor diploma from NTI at the University of Michigan in 2010. Vern joined the JATC full-time in 2018 as an instructor in the Manassas facility. In 2022 Vern was promoted to Assistant Director in Manassas.
